Okay, look, normally I wait until this pops up in d-s to say anything, but I HAVE to talk about your take on Ironwood, because that? That just made my brain hurt. Right now, what the Oz Conspiracy knows is that a. someone from the other side just infiltrated, and b. Ruby gave them information about where they might be that she says she got last night. Except she didn't, she got it at LEAST several days ago, not that they know that. That's it. So there's a few reasons why Ironwood's plan of gun blazing, balls swinging is really bad.
1. They have no idea what they're up against. Is the enemy in a fortified position? Are they out in the open? Do they have anti-aircraft weapons? They've apparently managed to steal Atlesian tech, even if I concede it's due to plot convenience, so what else do they have up their sleeve?
2. They have one lead on where they are. Which is outdated information, not that they know that, but they still need to confirm. Trust, but verify. Going to check and see if they're still there to plan an attack before rolling out the big guns is a good idea.
3. Ironwood's argument is also ignoring that his giant fleet is extremely visible from long distances, and he'd be up against what's basically a guerilla force. They see him, they rabbit, the Oz Conspiracy has lost their lead. More importantly
4. THEY DON'T KNOW WHAT THE ENEMY IS PLANNING. We do, but they don't, and this links back in to my first point. For all they know, this is a trap and the enemy is waiting for Ironwood to come out swinging so they can blow him out of the sky. What if the point is to lure them away and weaken their defenses? Which brings me to my last point.
5. THE ENEMY IS ALREADY HERE. INSIDE. Ironwood's forces would be better spent reinforcing their defenses and concentrating on infrastructure to avoid further sabotage that weakens Vale overall (and honestly, Ozpin should have shut down all transport in and out of Vale after the attack. Avoiding panic is all fine and dandy, but allowing infiltrators free rein when you have no idea how much damage they can cause is just STUPID). Ironwood is too focused on the attack side of the fight and not on the defense. Sending scouts while maintaining their borders IS doing something, and intel can decide a war (though Ozpin, why the FUCK didn't you send MORE scouts EARLIER?!).
tl;dr: Ozpin IS making missteps here, but sending scouts isn't one of them. Being overly aggressive towards an unknown enemy can shoot you in the foot as easily as it can work against the enemy. Ozpin is not saying that they need to hold back, he's saying they need to KNOW WHERE AND WHAT THE ENEMY IS PLANNING FIRST, come up with a counter-plan, and then go smash them, not blindly run into bullets.
